Introduction
To improve environment and enhance road safety, Transport Department, Government of Punjab took an initiative to establish Vehicle Inspection and Certification System (VICS) for Public Service and Commercial Vehicles under PPP mode. In this regard, a Concession Agreement was signed with an international Consortium on 3rd February 2015.Presently, the Vehicle Inspection & Certification System (VICS) in Punjab covers small portion of total registered vehicles stock, namely Public Services Vehicles (PSVs) and Commercial Vehicles, which constitutes nearly 7% of total registered vehicles. On the other hand, private vehicles (Motorcycle, Motor Car, Jeep etc.) constituting 93% of total registered vehicles, are not required to *obtain fitness certificate under existing legal regime. As a result, more than 90% of registered vehicles are playing on road without complying vehicle safety and emission standards.
Government of the Punjab has developed a broad program in coordination with World Bank i.e. Punjab Green Development Program (PGDP) to address environmental issues and promote green development in Punjab. The expansion of vehicle inspection and certification system to private vehicle has been included in PDGP. Under DLI-6, Transport Department has committed to test and issue vehicle fitness certificates to at least 15% of private vehicles population till FY 2023.
Vehicle inspection and certification of private vehicles is not mandatory under existing legal regime therefore, legal amendment(s) considering the recommendations by consultancy firm study will be proposed in Motor Vehicle Ordinance, 1965 and Motor Vehicle Rules, 1969. Regulatory framework will also be developed by keeping in view the existing scenario and best international practices to ensure compliance of registered vehicles with road safety and emission standards.
