Punjab Vehicle Inspection and Certification System (VICS)

Introduction

The project proposal of Vehicle Inspection & Certification system was submitted by OPUS Inspection Private Limited. The company would develop the inspection facility network for inspection of PSVs and private vehicles. There are 39 locations which are selected in order to formulate the inspection facility network. Transport department has handed over 33 sites for VICS stations to M/s OPUS Inspection (Pvt) Ltd. Two Stations in Lahore inaugurated on 23rd July, 2016.

Role of Government  Agency

  • Vehicle Inspection Enforcement
  • Provision of land on lease basis for all sites in Punjab.
  • To process transition of existing vehicle inspection system and transfer rights of inspection to Concessionaire for vehicle inspection.
  • To make necessary changes in Motor Vehicle Ordinance, 1965 and 1969 for the proposed projects of VICS.
  • The Concessionaire shall have a right to claim authority’s event of default to compliance remains less than 50% for 4 consecutive years after all VICS stations become operation and due compensation is not paid on yearly basis.

Role of Private Party

  • Private party will build, invest and operate the facilities.
  • Pay taxes, levies and duties.
  • Share 5% of gross revenue per annum throughout the concession period.
